The horary ascendant is of movable sign but belongs to Saturn and aspect 11^th house. Also Moon is in Saturn sub indicates delay. Also 4^th sub Jupiter signifies 8^th house indicate delay. These factors made me to eliminate Ketu dasa.

 So you will prefer 3^rd floor and East facing house and of resale.

In actual he purchased same house as indicated in Aug 2003.
