Visa when?

This male native has applied for visa about one month back and was waiting for it. He has to join foreign institute before 7th Nov 

2016 and hence asked when he will get visa.

 This was analyzed on 2 Nov 2016; 11-04-45 AM; Thane. KP Number 196 was furnished by him.

So native will get Visa before 22 Dec 2016.

 But native should get the visa prior to 7th November as he has to join the institute so checked sookshma dasa.

In actual he got Visa on 3rd November 2016 during afternoon and he left India on 5th Nov 2016.

    sir as per Pluto/Neptune effect theory,ketu ,11th sub is at same degree with Neptune.why ketu did not affected badly by Neptune?
